Known as the pearl of the Indian Ocean, Hela Lakdiva is divided into 09 provinces. Out of these provinces, the Western Province ranks first because Colombo, the main capital, belongs to that province. Kolonnawa area in the Colombo district is a highly dynamic area. In analyzing the historical and current situation, it is possible to see that it has undergone great transformations.

In the past, Kolonnawa was bordered by the beautiful Kalyani River to the north, the Kingdom of Kotte to the south, the Kingdom of Seethawaka to the east and the capital Colombo to the west. Kolonnawa was a part of the city of Colombo at that time. Canals and dams testify to the success of agricultural activities in this beautiful area. At that time about half of the Kolonnawa electorate belonged to Colombo North and half to Avissawella electorate. With the transformation of this area from an agrarian economy to an industrial economy, the changed economic and environmental conditions have affected the communities living here in various ways. Especially with the influx of people from the rural environment into the urban areas, the cities become overcrowded and illegal shanties are built in small spaces.

The present Kolonnawa electorate was allotted in the 1960s. This then became a separate area from Colombo. At present there are 46 Grama Niladhari Divisions. This division is diverse in terms of demographics and there are Sinhalese, Sri Lankan Tamils, Indian Tamils, Yonakas, Malays, Burghers etc. scattered throughout the area.

Apart from the wetlands and submerged areas of the Divisional Secretariat which belong to the Coastal Plains Zone according to the topographical zones, there are other significant land features scattered throughout the area

The size of the division is 27.3 square kilometers. 13 of the Grama Niladhari Divisions are at the urban level and the remaining 33 are at the rural level. Kolonnawa Divisional Secretariat is also a constituency boundary. Local administration is carried out by the Kolonnawa Municipal Council and the Kotikawatta Mulleriyawa Pradeshiya Sabha apart from the Kolonnawa Divisional Secretariat.

As the agricultural sector as well as the industrial sector is important in the division, it can be termed as a division that can achieve rapid economic growth.

A division with a number of canals flowing into the Kelani River has largely favorable features for the development of the agricultural sector. But in recent times, low-lying landfills have also caused flooding problems due to the lack of systematic drainage.

Divisional Secretaries who have served since 1991
